DOT and its nautanki

Its doesnt really comes as a surprise because we generally understand that DOT (Department of Telecom) is filled with a bunch of stupid bureaucrats. Dot has issued notices to Airtel, Idea and Vodafone for allowing 3g roaming and these companies have moved to TDSAT against that.
What the DOT says is that as per the auction agreement by which the 3g spectrum was auctioned its not allowed to share spectrum with other operators the logic being why should a operator be allowed to offer a service to the subscriber for which he has not bought the spectrum, a fair logic. But then operators have been sharing spectrum in 2G without any problem all these years, can the dot tell us how 2g and 3g is different, they both are just frequencies and if roaming among operators was allowed in 2G it should be allowed in 3G too, thats common sense.
And the most important stuff is that it aint good for subscribers, currently i use vodafone now which uses Idea's 3G spectrum here in kerala, so now tomorrow as per the notice i wont be able to use 3G so i will have to port to Idea and what should i do when i m roaming? carry multiple sim cards or should i be porting every time i leave the home circle.
I cant even think that government departments are filled with such stupid retards.
